OK. Given that port 388 access is wide open on idd.cise-nsf.gov,
this tells us that the block is at or near your shop.

The ping doesn't tell us much other than your nameserver is able to resolve
idd.cise-nsf.gov into 192.12.209.62.

Again, we feel that the problem is on your end. We have several .gov sites
feeding from idd.cise-nsf.gov with no problems.
