bigbird hardware changeout

We're planning a brief downtime (<10 minutes) tomorrow around 1900UTC. We don't anticipate a significant outage.

The planned change involves moving from a grey-box system to a Sun 4200-series server. More CPU, more memory.

No change will occur for upstream or downstream sites with respect to bigbird's address, permissions, etc.

This is the first of several changes that should result in better overall bigbird performance.
