[TIGGE #DTM-735032]: request for tigge

Just for your information, the "Primary" and "Alternate" modifiers
are no longer used in LDM 6.4 -- so you might delete them to avoid confusion.
For a given feedtype and pattern, the first REQUEST entry in the
configuration-file will be the initial primary one, and all others
will be in alternate mode.  The primary-mode host will automatically
change, however, depending on the network.
