I just spoke with a Qwest engineer.  He agrees that the problem is a
routing issue in Qwest's den-edge-5 router.  He is escalating the
problem to a higher-level engineer.

NCAR's fail-over to our NOAA link is not working, because the Qwest
router hasn't stopped telling the Internet that it is the way to get
to NCAR.  It's announcing NCAR routes, but not forwarding NCAR
traffic.
