He agrees that the problem is a routing issue in Qwest's den-edge-5 router. He is escalating the problem to a higher-level engineer. NCAR's fail-over to our NOAA link is not working, because the Qwest router hasn't stopped telling the Internet that it is the way to get to NCAR.
