At about 10:30am, a router in Qwest stopped forwarding traffic.  The
router is up, but isn't doing its job.  The router is the one that's
connected to the FRGP, so the FRGP's Qwest connection is effectively
down.  NCAR has failed over to a backup link through NOAA to UUNET, so
NCAR's basic access to the Internet is sound, but performance may
affected whitle the problem persists.  I have opened a trouble ticket
with Qwest.
