Peter,

Just put the filter on the request line to tg2 for iita, thelma is already
taken care of.  This covers all basis.

Also, rather than (or in addition to)
> putting the filter on iita, should it go on the noaaport 
> receiver machine (tg2...?)?

 No, Don't mess with tg2
