Hello Amit, I'm sorry that I do not have an answer for you yet. The dcusnd decoder is not included with Unidata GEMPAK and I have no experience using it let alone debugging it. What I can suggest is to go through the NCEP decoder documentation at http://www.nco.ncep.noaa.gov/sib/decoders/overview/ and make sure that your system is set up correctly.
