[GEMPAK #RNK-269103]: dcgrib2 issues

If $OS_BIN is not found, then the correct environmental variable file has not 
been sourced.  Please see:

http://www.unidata.ucar.edu/software/gempak/doc/install.html#sourcing

And be sure that either .bashrc or .cshrc for your user account contain 
sourcing of Gemenviron (or Gemenviron.profile for bash).
