David,
Looks like your datatype.tbl entries are off. Column position is important.
Make sure your entries argree with:
!FILE TYPE |PATH |FILE TEMPLATE
|CATEGORY|SUBCAT |#FRM|RANGE |INTRVL
!(12) |(25) |(25) |(8) |(8)
|(4) |(6) |(6)
In particular, your $GEMDATA/surface entry for METAR appears to be in the wrong
column,
and your CAT_SFC etc appear to be shifted left from the reguired format.
(eventually you'll probably want to bite the bullet and make the files names
Y2K compliant).
