20020101: NSHARP with non-North American data

Donna,

The NSHARP program was created by NWS (SPC and AWC) developers
with a selection interface that is focused on the CONUS. In the
present version, that is all that is available outside of
placing the sounding data in the ascii format for import using the
"load-->Archive Files" selection (the ascii format is that which
is produced from the SAVE button on the "SHOW TEXT" page and is saved to
the DECDDROB file -- unfortunately not the same format as snlist would produce).

I can look into adding a selection interface that allows the
map region to be selected by the user.
