I hope you haven't spent much time working with the Bufr package because it's 
being deprecated. The package was refactored into the netcdf-java package 
because it needed many of the netcdf-java methods. The netcdf-java package is 
located at: http://www.unidata.ucar.edu/software/netcdf-java/  You can get the 
source and you might want to get the toolsUI jar because it's a stand alone 
program the will let one inspect Bufr data. Once you have the source code, look 
for BufrIosp class, it's a good starting point.
