[conduit] NCEP Conduit outage 4/27

Our College Park data center will undergo a network upgrade tomorrow and you will see intermittent outages to our top level LDMs. We believe the majority of impacts will occur between 10-13 UTC, but may be intermittent during the maintenance window through 21 UTC. Apologies ahead of time for the interruptions. Please email the team here with any questions.
