Thank you for bringing this to our attention. It looks like there was an error 
in our install script - and it should instead be pulling:

https://downloads.unidata.ucar.edu/awips2/23.4.1/linux/awips2.repo

You can pull the latest install script here which should grab the correct repo 
file: 
https://downloads.unidata.ucar.edu/awips2/23.4.1/linux/awips_install-v23.sh
