[AWIPS #QTZ-943933]: Need new Windows Lab installer

Hi Gyorgyi,

You should be able to download the latest system level installer for Windows 
here:
https://downloads.unidata.ucar.edu/awips2/current/windows/awips-cave-admin.msi

This should install version 20.3.2-2.

We are hopeful to put out the next major release of AWIPS over this summer, so 
there may
be another upgrade coming once we're able to release 23.4.1, just letting you 
know.
