For future reference, you should always be going to our main documentation page to install CAVE: https://unidata.github.io/awips2/install/install-cave/#windows This would have alleviated your problem, because last week we put out a new production release of AWIPS, and the edex-beta.unidata.ucar.edu server is no longer active. If you install the latest version of CAVE, and point to the default dropdown selection, our production server edex-cloud.unidata.ucar.edu, then everything should work properly.
