This is because there are multiple styleRules for Wind Speed at different levels. If you look at the next styleRule below the one you edited, you can see there is a specified range between 500 and 1050mb to use the styleRules specified there: <rangeLevel units="MB"> <upper>1050</upper> <lower>500</lower> </rangeLevel> so you will need to add your contourStyle to that entry as well. Regardless, you'll want to add the units tag back in your styleRules: <displayUnits>kts</displayUnits> otherwise it will display as m/s instead of knots.
