Can you please disable IPv6 connections and try running CAVE again, using these
instructions:
http://unidata.github.io/awips2/appendix/common-problems/#windows-cave-start-up-error
I know you're not seeing the same error messages from those instructions, but
we still believe
IPv6 connections are causing the issue you're seeing.
