[AWIPS #IUD-228100]: difficulty installing phython-awips course material

Hey Jim,

Okay, so I understand correctly, you have CAVE installed directly on the 
Windows machine and
it's working correctly?
If that's the case, then yes, we don't want to update the main version of 
python, because
CAVE is currently relying on that.

If you are able to run the VM, open a terminal and then run `jupyter notebook 
examples` in the
python-awips directory, then I think that should suffice, and you can do all 
your python work
within the VM.  This way your main Windows machine's environment will not get 
altered.

Does that sound okay?
