[AWIPS #IUD-228100]: difficulty installing phython-awips course material

That sounds like a display setting on windows - did you enable the high DPI 
settings as stated here: 
http://unidata.github.io/awips2/install/install-cave/#system-requirements_1

It's already installed. So you can open a terminal and run:

conda activate python3-awips
cd ~/python-awips
jupyter notebook examples
