[AWIPS #IUD-228100]: difficulty installing phython-awips course material

Hey Jim,

That is a bit of an older version of python.
You should be able to follow these steps to upgrade to a newer version:
https://www.geeksforgeeks.org/how-to-update-python-on-windows/

I would suggest either upgrading to their latest version 3.11.2,  or the last 
version of
10 (3.10.10).

After you upgrade python, try creating the environment again and let me know 
how that goes?
