AWIPS2 uses reduced polygons for the county outlines for pgen because the generated text can only contain so many points, otherwise there would be an unreasonably long list of lat/lon points and would clog up the clarity of the warning. At this time we don't plan on looking into the issue as it still gives the general idea of what's going on, while still producing a legible warning output. For better county definitions, you can load the county maps from the maps menu.
