[AWIPS #SIP-574950]: AWIPS questions

Hi David,

I was able to find a fix!

If you could please close CAVE, remove caveData 
(http://unidata.github.io/awips2/install/common-problems/#windows) and re-open 
CAVE, the vectors should load now!
