Unfortunately yes, we legally cannot distribute the download. If you have a 
github account, it looks like you can sign in with that.

Also, it looks like the link in the notes no longer brings the specific product 
up. So please use this link: 

https://my.visualstudio.com/Downloads?q=Build%20Tools%20for%20Visual%20Studio%202019

and select the 16.9 version.
