Sorry you are having some issues. We have updated our documentation recently. 

It seems like the issue you are seeing is similar to 
http://unidata.github.io/awips2/install/common-problems/#products-not-loading-properly

To resolve the issue, make sure you follow all install steps for Windows noted 
here: 
http://unidata.github.io/awips2/install/install-cave/#method-2-direct-windows-install

Please let us know if re-installing all needed components resolves your issue 
or if you have any further questions.
