[AWIPS #XHN-969536]: Unidata Cave

We have removed operational capabilities from the Unidata AWIPS that we 
distribute, which is tailored for educational and research applications. 
We cannot have everyone issuing warnings and possibly distributing them. 
That is why you see the "text" text. Sorry for the inconvenience.
