[AWIPS #STL-781975]: Watches in awips

Hi there,

Unfortunately, our current AWIPS team here at Unidata started working shortly 
after
the main (and only) AWIPS developer unexpectedly passed away in the summer of 
2019.
So, we lost a lot of knowledge about the prior development and releases of 
AWIPS 
because of that tragic event.
Currently, our actual user base of University research and education 
applications,
has not expressed a desire or interest in the warning or watch capabilities of 
AWIPS
so this feature is not something that is at the top of our priority list.
