[AWIPS #STL-781975]: Watches in awips

Unfortunately, this is not something we've targeted for our upcoming release.
This will have to fall on a future release of the software.  At this time, this
feature doesn't seem to be working in the NWS version of AWIPS either.  We don't
currently have an ETA for releases after this summer.  Sorry I don't have better
news for you.
