Hello, We're still investigating this issue. We noticed on April 27, that the Build Tools .exe file that Microsoft Visual Studios provides no longer exists. I tried installing via the DVD ISO, however I ran into the same issues you are seeing (I'm able to load the METAR surface winds, but not the Model Winds or METAR Station Plot and the functions directory never populates). My older Virtual Machine that used the EXE to install, still works correctly. We have submitted a ticket with Visual Studios as well and will get back to you. Thank you for your patience.
