If you are not a part of our awips2-users mailing list, please add yourself via our website: https://www.unidata.ucar.edu/support/index.html#mailinglists We will make a blog post and announcement on this mailing list as soon as our new release is put out. It will likely be shared across our social media as well (facebook, twitter), but the most guaranteed place to hear about it is from the mailing list. The install will depend on what OS you're using (a .dmg for the Mac, .msi for Windows, and a .sh for Linux).
