[AWIPS #ZGO-247538]: GFE For Windows 10

Hi,

Thanks for reaching out. Unidata AWIPS is a non-operational software and 
features like GFE are intended for practicing the use of the software in the 
OAX localization, but unfortunately are not available for other localizations 
at this point.
