[AWIPS #ULG-415616]: WARNGEN TTAAii and CCCC

Hi Hugh,

When in archive mode and running AWIPS with WES-2 Bridge (which is typically 
done locally) the option is there for you locally to actually issue the 
warning, however as our website states: "Unidata AWIPS always disables the 
sending of warnings", so there will not be a send button.
