[AWIPS #ULG-415616]: WARNGEN TTAAii and CCCC

Hi Hugh,

The WMO header (TTAAII CCCC) is intentionally left blank in the Unidata version 
of Warngen. You can still load your text without that information. The WMO 
header is reserved for the National Weather Services products that get 
generated.
