[AWIPS #BEW-260229]: EDEX Error During Start-up

Hi Wei,

This may be a silly question, but you don't have another version or instance of 
postgres installed on
the same machine before you tried installing edex, do you?
I haven't been able to resolve the exact problem but a lot of what I've found 
points to having 
multiple versions or different versions of various pieces of software 
(postgres, postGIS, etc).
