Try to intall the rpm with verbose output to see if we are missing any error 
messages:

(as root)

yum remove awips2-ldm -y
rpm -ivh 
http://www.unidata.ucar.edu/repos/yum/awips2/noarch/awips2-ldm-6.12.6-14.4.1.5n17.noarch.rpm
