The environment variable UDUNITS2_PATH might not exist. The pathname of the UDUNITS2 database is hard-coded into the UDUNITS2 library when it's built. That pathname can be overridden via the environment variable UDUNITS2_PATH -- but it doesn't have to be unless the UDUNITS2 installation is moved. If the variable does exist, then it can be used to construct pathnames for the UDUNITS2 header file and library.
