[UDUNITS #EWD-145160]: obtaining udunits via http?

The UDUNITS package is only available from us via FTP. Perhaps you could 
download it to a flash drive from a place that allows FTP.

Alternatively, you could clone the UDUNITS GitHub repository. It's a bit 
draconian but it should work.
