[UDUNITS #KQP-261322]: no configure file in UDUNITS 2.2.2

Oops! My bad. Apparently, I've been concentrating too much on CMake in order to 
port the package to Windows.

Thanks for sending this in. It should be fixed in the next release (2.2.3).
