Looks like the timestamps in the .tar file need correcting. I've created another release that has the correct time-dependencies. It's at ftp://ftp.unidata.ucar.edu/pub/udunits/udunits-1.12.7.tar.gz I tested the build successfully on my system. Please let me know.
