Yes.  In order to successfully install the Perl extension module on
your system you will have to execute the "make install" step as the
superuser.

Alternatively, you can skip the installation of the Perl extension
module by 

    1.  Executing the command "make distclean";

    2.  Setting the environment variable PERL to the empty string; and

    3.  Rebuilding and reinstalling the UDUNITS package starting with
        re-execution of the configure(1) script.
