The above should work if you change

    CPPFLAGS=Df2cFortran

to

    CPPFLAGS=-Df2cFortran

To solve the problem of /lib/cpp not working:

> `/lib/cpp', doesn't work

set the environment variable CPP to "gcc -E", e.g.,

    export CPP='gcc -E'
