[THREDDS #KMW-164471]: WMS services status

Yes, that is an issue we are having in WMS with certain datasets. We are 
currently working on a fix for this problem and we will have a look at 
improving that error message as well.

I'm seeing numerous layers in the tree that seem to not have WMS options
that are functioning.
https://thredds.ucar.edu/thredds/catalog/catalog.html

For example, when I go to this link to consume GFS WMS services, it seems
to reveal an error, perhaps to the local LDM directory where the connection
to the data resides?
https://thredds.ucar.edu/thredds/wms/grib/NCEP/GFS/Global_0p25deg/Best?service=WMS&version=1.3.0&request=GetCapabilities


Is what I'm seeing an error?

I make use of the Godiva viewer, to verify WMS is working, and I see I
cannot load anything in Godiva for some of the sources.
