[THREDDS #WWR-473152]: strange CSV result from thredds.ucar.edu

Greetings!

It looks like the first set of variables depends on time1, y, x and the second 
set depends on time2, y, x, which is why the csv has two sections. This is 
indeed a change from TDS 4.x to TDS 5.x.
