Unidata does not offer access to long time series Level III radar data. 
However, the following archived data resources may have what you are looking 
for: 

NEXRAD Data Archive, Inventory and Access
https://www.ncdc.noaa.gov/nexradinv/

Iowa State's Mesonet Archive Data Resources
https://mesonet.agron.iastate.edu/archive/
