[THREDDS #CGX-609289]: GOES-16 DSR

Greetings!

As far as I can tell, that product isn't coming across NOAAPORT yet. NCEI
still has it listed as restricted here:

https://www.ncdc.noaa.gov/data-access/satellite-data/goes-r-series-satellites#DSR

By the way, the GOES data can now be accessed on thredds.ucar.edu (as of today):

https://thredds.ucar.edu/thredds/catalog/satellite/goes16/GOES16/Products/catalog.html

thredds-test is our test sever, and while it's been working ok, it's probably 
best to
move to our main demonstration server now that the data are there.
