[THREDDS #WNC-728515]: Headless Thredds

Greetings Herbert,

The TDS will not run without an application server. However, the TDS
is built on top of netCDF-Java, which can be used to write code that
is functionally equivalent to some TDS services such as the netCDF
Subset Service.
