[THREDDS #OIV-218948]: caching netcdf variables in thredds

Hi Ghansham,

Yes, it seems like the cache is doing what it should. I would have expected to 
see one "acquire" for each "release", but maybe I'm misunderstand how the cache 
is supposed to work. There are only a handful of "acquire"s at the beginning.
