[THREDDS #OIV-218948]: caching netcdf variables in thredds

I should clarify that NetCDF object caching will only give you _significant_ 
boosts when your usage pattern opens and closes the same file(s) many times, 
such as in a NcML aggregation or Grib collection. Is that what you're doing?
