[THREDDS #GYQ-484919]: cache configuration

Hi Fan,

Interesting, but that would only work for OPeNDAP resources backed by THREDDS 
catalogs. Furthermore, I envision difficulties determining the catalog URL 
given only the dataset URL. The mapping between the two is not the same for 
THREDDS and Hyrax.
