[THREDDS #XWZ-975614]: Check Access Restrictions on TDS Catalogs/Datasets in Code

A couple of initial questions/comments:
1. Do you want to do this for any tds server, or only for
   those you control?
2. With respect to this:
   <dataset name="project=CMIP5 v20130313"restrictAccess="User">
   The "restrictAccess" is only what we use and is based on tomcat
   roles in tomcat-users.xml. So one potential problem is that others
   might use different roles.
