[THREDDS #UMG-169090]: NetCDF-Java making the wrong time choice on this URL

Let me throw in my 2 cents.

I would speculate that the underlying dataset 
(the one being translated to DAP2) does indeed
have two time declarations but the two are in
different scopes. Then the translation to DAP2
is losing the scope information.  Ideally
one of those times should be XXX_time
and the other YYY_time, where XXX and YYY
encode the different scopes.
